GENERAL RULES OF COMPETITION

These rules shall govern the operation and the conditions of all events. By participating in these events, all persons are acknowledging the intent to comply with all rules specified herein.

No expressed or implied warranty of safety shall result from publications of or compliance with these rules and/or regulations. They are intended as a guide for the conduct of the sport at Sedalia’s State Fair Speedway, and are in no way a guarantee against property damage, personal injury or death of a participant or official.

The race official’s are empowered to permit minor deviation from any of the specifications herein or impose any further restrictions that do not alter the minimum acceptable requirements. This booklet contains the official rules and car specifications for all sanctioned events at the Speedway. Any point not covered herein shall be resolved by the Speedway race officials or their appointed representative(s).

No expressed or implied warranty of safety shall result from such alteration or specifications. Any interpretation or deviation of these rules is at the discretion of the race officials of Sedalia’s State Fair Speedway, and their decision is final.

Drivers, car owners, and/or crewmembers shall not have claim against Sedalia’s State Fair Speedway, track management, track officials or the state of Missouri, and hereby hold harmless by reason of disqualification or damage to either car, personal property, or physical injury.

Sedalia’s State Fair Speedway management/ officials reserve the right to determine the intent of all rules, specifications, and regulations governing all events. Any situation not specifically covered by the rules and procedures in this book will be acted upon by Sedalia’s State Fair Speedway officials and their decision is final.

Sedalia’s State Fair Speedway management reserves the right to make changes to these rules deemed necessary to allow for a more competitive program for the racers and spectators.

Regulations and specifications set forth herein are automatically amended by directions contained in subsequent official entry blanks, and official technical bulletins issued by Sedalia’s State Fair Speedway.

All specifications and regulations contained herein are subject to deletions, additions, and/or modifications by the above or verbal directive of the race officials without prior notification.

SANCTIONED EVENTS

When an event or class is sanctioned by an outside organization; and the rules governing that sanctioning organization conflict with the rules stated herein, the rules of said sanctioning organization apply. If rules stated herein are not addressed by the sanctioning organization they will apply as published.

EVENT REGISTRATION & SIGN-IN

Event Registration: Driver registration at the Speedway is open to (1) adult drivers (18 years or older), (2) minor drivers (16-17 years) and others with a valid state driver’s license. All drivers, who are less than 18 years of age, must have a signed, notarized Parental Consent. Release and Waiver of Liability – Assumption of Risk and Indemnity Agreement and a Minor’s Assumption of Risk Acknowledgment on file with the Speedway.

Second cars: If a driver wishes to register two or more cars within the same class, the registration fee for additional cars is equal to the pit pass fee per car.

Event Sign-in: Access to the Restricted Pit Area is granted to adults (18 years or older) and minors *(who have parental consent) after the appropriate registration documentation has been completed and the required Pit Pass Fee has been paid.

1. Drivers: All drivers must sign a class sign-in roster next to his/her name to provide a check list for the track, and a class Release and Waiver Of Liability, Assumption Of Risk And Indemnity Waiver. Drivers must wear the appropriate color wristband, which is obtained when he/she registers and pays the fee for a Pit Pass.

2. Adults: Every car owner, crew member, employee, track official and contractors who is seeking admission to the Restricted Pit Area is required to read and sign a Release and Waiver Of Liability, Assumption Of Risk And Indemnity Waiver and to wear the appropriate colored wristband.

3. Minors: All persons less than 18 years of age must have on file a signed Parental Consent for Release and Waiver of Liability, Assumption of Risk and Indemnity Agreement and a Minor’s Assumption of Risk Acknowledgment, and must weekly sign a Release and Waiver of Liability, Assumption of Risk and Indemnity Waiver.

CAR NUMBERS

Car numbers are reserved at the time of registration on a first come first served basis. Car numbers are unique to each class. Therefore one car in each class raced at the Speedway cannot share the same number. Car numbers can be any single, double or triple digit. Numbers must be at least 20" tall and on both sides, top and front of car. If a number is determined to be a duplicate at the time a driver registers a car, the driver must alter or change the current number of his/her car. The number can alter the preferred choice by:

  • Adding behind the preferential number two ‘0’ to a single place number or one ‘0’ to a two place number; or adding the initial of their last name to the rear of the preferred number, such as 20J; or
  • Adding an ‘X’ to the rear of the preferred number, such as 20X

Once the preferred number has been altered or changed, the driver must alter or change the numbers on his/her car to reflect the change so that scoring personnel can differentiate between cars. It is the driver's responsibility to ensure that they are checking line ups for the correct number listed at the time of sign in.

CONDUCT

Professional Conduct Within the Pit Area: The conduct of a participant, car owner, crew member or any person associated with a racing operation during the course of any event is subject to the imposition of a loss of prize money, and/or trophy without a recourse against Sedalia’s State Fair Speedway.


Car owners will be held responsible for the conduct and actions of the driver, their crewmembers and other persons associated with the racing operation. In the instance where a driver is the owner, the driver will be held responsible for the conduct and actions of their crewmembers and other persons associated with the racing operation. Fighting or threats of violence will result in disqualification, the loss of points, the loss of money, and/or suspension.

Professional Conduct on the Track: All infractions of rough driving or unsportsmanlike offenses can result in disqualification and/or the loss of money.

Professional Capacity:

Alcohol and/or Drug Use: Alcohol is not allowed to be present and visible in the Restricted Pit Area before or during a racing event. Alcohol may not be consumed in the Restricted Pit Area by car owners, drivers, crewmembers or any persons associated with a racing operation until after the final checkered flag of the last race of the night.

There is not a tolerance of alcohol use before the checkered flag of the last race of any event or the possession and/or use of drugs in the pits at any time.

Any car owner, driver, crew member or other person associated with a racing operation suspected of being under the influence of alcohol and/or drugs will be asked to leave, and will be subject to loss of winnings based upon the discretion of the race officials.

SAFETY WITHIN THE RESTRICTED PIT AREA

Use of non-racing motor vehicles in the Restricted Pit Area: The Speedway allows the courteous and careful use of three or four wheelers within the Restricted Pit Area as push vehicles, as a means of equipment transportation or as a means of personal transportation. The failure to observe traffic patterns, excessive speed, reckless operation or improper operation will result in the loss of authorization to use three or four wheelers. The use of motorcycles, motor scooters and bicycles is strictly prohibited within the Restricted Pit Area.

Operation of Racing Vehicles in the Restricted Pit Area: The Restricted Pet Area is designated as the ‘restricted area’ for the preparation of cars for competition. All drivers must operate their vehicles within the Restricted Pit Area in a manner that is safe and under control. The Restricted Pit Area is not a test area for race cars. Drivers are responsible to watch for pedestrians and other vehicles in the pit area, and to exercise caution in the pit area.

The Restricted Pit Area is not a hot pit. Entry to and exit from the pits during hot laps, heats and races is controlled by the Race Officials. When entering or exiting the pits, drivers must observe a speed no greater than 15 MPH. A failure to observe the directions of the Race Officials, excess speed or reckless driving will result in disqualification and loss of winnings.

TECH INSPECTION-GENERAL RULES

The tech area will be located within the infield of the ½ - mile track.

At the discretion of the Sedalia’s State Fair Speedway Director of Competition, any car may be rejected from competition for safety reasons at any time. Any car, team or driver not meeting Sedalia’s State Fair Speedway specifications, standard racing or safety procedure(s) and/or equipment specification is subject to automatic disqualification.


Any owner/driver-refusing tech will be disqualified and may forfeit all money for the event.

Any car involved in an accident that requires an assisted return to the pit area must be cleared by speedway tech personnel before participating in another race. It is the responsibility of the driver to take his car to the tech area.

DISCRETIONARY TECH INSPECTIONS: Once a car is registered for a specific event and enters the pits, it may be inspected by race officials at any time.

Nitrous oxide, supercharging, turbo-charging, and traction control are not allowed. Any car found using any of these items will be immediately disqualified and removed from the facility.

No radio communication equipment (transmitting or listening devices) are allowed in any car. Firewall required between driver and engine. Loose objects and/or weight must not be used in driver’s compartment or outside of the body or hood areas. Any weight added to other areas of vehicles must be securely mounted and should be painted white and have the car number on it, and attached with at least (2) ½" bolts.

Any driver using any device which is intended to deceive other drivers including but not limited to, devices which squirt oil into or onto engine which gives outward appearance of "blown" engine will be subject to disqualification, money and trophies earned in the event.

PROCEDURAL INFORMATION & RULES

IN ORDER FOR A CAR TO BE PLACED APPROPRIATELY IN THE HEAT RACES, THE DRIVER MUST BE IN LINE AT THE REGISTRATION AREA NOT LATER THAN 6:00 P.M. LATE COMERS WILL BE PLACED AT THE TAIL OF A HEAT RACE.

DRIVER’S MEETING: Driver’s meetings are mandatory. The Driver’s Meeting will be held at the tower at 6:15 PM for briefing unless otherwise notified. If the Driver’s Meeting is postponed or the location is changed, a general announcement will be made over the Pit Area PA system.

HOT LAPS: Hot laps will start at 6:30 P.M. under normal circumstances. The Speedway makes arrangements for sufficient push trucks and packing trucks to prepare the track under normal circumstances. If the track cannot be adequately prepared by the push and pack trucks, all competition cars will be expected to roll or iron the race track surface prior to starting the program.

Drivers must present their car to the appropriate staging area when called for hot laps.

ORDER OF EVENTS The order of events will be announced at the Driver’s Meeting and will be posted at the tower. The number of heats, number of laps per heat, A Main Scramble, B Main and A Main, and the time limitations for each will be posted at the appropriate location.

Track officials will also post the line-ups for each class at the tower. It is the responsibility of each racing team to check the postings to know the exact starting position.

It is the driver’s responsibility to be in the staging area when his/her class has been called for hot laps or an appropriate race has been called to the start. Sedalia’s State Fair Speedway officials will not delay any event for any driver who is late for his/her lineup. Once the first car for an appropriate race has pulled onto the racing surface any additional driver’s will be considered late and not allowed to run or placed at the rear of the event based on the discretion of the Competition Director.

The staging area for street stock, modified and late model divisions is between the white lines leading to the entrance to turn one of the racing surface. The sprint car division will stage between two while lines leading to the racing surface entrance on the front stretch. Drivers are responsible for lining up in two rows. One row should be on each side of the grid area. Cars should line up in a manner that leaves at least two lanes of traffic open between the two rows of cars. The first cars in the lines should not start beyond the white line that crosses the grid. This will leave an access path to the track for the safety vehicles lined up at each end of the pits.

TRACK SAFETY

Anytime car is moving with motor running, driver must wear helmet and safety harness.

General Track Entry & Exit: Late Model, Modified, and street stock divisions enter the track in turn one and exit the track on the back straight. WOW 360 sprint division will enter the track at the Front Straight and exit the track on the back straight. No extra laps after the race. Please exit the track quickly and safely to help keep the event proceeding.

Track Entry & Exit During Races: Drivers must leave the track at the back straight during hot laps or racing if his/her car has become disabled. If a driver exits the track because their car is disabled, they must insure that their car is not blocking the exit. Cars can not be worked on by the driver, any crew member or any race official while it is stopped in a position that is on the racing surface, in an exit from the track or blocks an entrance to the track.

Cars may enter the track only when directed by a race official. Drivers must enter and exit the pits at a slow reasonable speed. Drivers will be subject to immediate disqualification for reckless driving in the pits.

Post Race Track Exit: After a race has been concluded, all cars must exit the track via the exit located on the back straight of the track.

Black Flag for Safety Reasons: If, in the judgment of track officials, a car represents a safety hazard to himself or other competitors he may be black-flagged from any race.

Cars Disabled on the Track:

  1. Drivers must remain in the car; keep helmet on and belts secured & lower window net if no medical attention is needed until the race is stopped or until directed differently by a race official, unless there is present danger from spilling fluids or fire.
  2. If a race official directs the driver to exit the car, the driver must leave the racing surface by going behind the barrier at the closest edge of the track unless directed differently by a race official.
  3. If involved in accident: Only safety and race officials are permitted on racing surface. At a appropriate time a race official may allow 1 pit crew or team member on racing surface. Car owner crew person and other person associated with racing operation who enter the racing area &/or obstruct any safety or rescue operation, may cause the driver to lose money won on the evening.


RACING RULES

  1. The race officials will determine the race conditions at all events held at the Speedway. Whenever it is deemed dangerous to continue an event by Speedway officials, the event may be stopped and/or terminated at their discretion.
  2. Any car not running at a reasonable racing speed may be subject to disqualification for safety reasons or more than 1 lap down.
  3. A car and driver qualify as a team. Each driver can qualify only one car per class, per event. No driver will be permitted to change cars after taking the green flag of his/her qualifying heat race.
  4. A green flag lap has been completed when all of the cars on the track have crossed the start/finish line after one full lap.
  5. A yellow flag condition takes effect when the yellow flag come out and the yellow lights come on. Cars are scored in the positions that they were in the last time that they crossed the start/finish line under a green flag condition. Cars do not race back to the start/finish line for position scoring. After a yellow flag comes out all cars will immediately slow to a reasonable pace to allow track officials to set appropriate restart order..
  6. A red flag condition takes effect when the red flag comes out and the red lights come on. Cars are scored in the positions that they were in the last time that they crossed the start/finish line under a green flag condition. Cars do not race back to the start/finish line for position scoring. Upon completion of the red flag condition, a yellow flag come out and all cars will proceed to the front stretch track entrance and stop (on the track) in single file along the inside guard rail. Track officials will signal all cars IN APPROPRIATE ORDER to proceed to the entrance at turn 1. When all cars are properly aligned, track officials will signal the restart and drivers should expect to get a green flag restart coming out of turn 4.
  7. Any car or cars involved in or creating two (2) yellow or red flag situations in a qualifying race is done for that race. (One lap must be completed for two spin rule to be enacted.)
  8. Any car on or near the racing surface that delays a start or restart of any race shall be penalized.
  9. Any driver passing the pace truck on a start or on a re-start will be penalized.
  10. In a feature event any driver causing two yellow flag situations, or one yellow flag and one red flag, or two red flag situations will exit the track and go to the pits. The ‘two spin’ rule is used by the race officials. Any driver spinning a second time will go to the pits. Any qualifying event a driver creating or involved in a yellow or red flag must leave the track for that event. (One lap must be completed for two spin rule to be enacted.)
  11. All cars pitting under caution in during the A-Main will be allowed to re-enter the race and will be scored as long as they make the one to go or restart signal. During heat races and B Features any race, any car entering the pit area MAY NOT RETURN TO THE RACING SURFACE. Any car that does not take the track as a part of the starting grid is ineligible to participate in that race. Drivers entering the racing area without permission will be disqualified for the remainder of the race and lose all purse money for the night.
  12. During a red flag, no spectator or crewmember is allowed on the track (without express permission of a track official) and no work of any kind may be done on the car. Any car involved in an accident, that remains on the track, will be inspected by a track official. If minor repairs (pulling a fender out, removing loose bodywork) need to be done then that will be done by a track official. If the driver wishes to not have the official do any work they can stop it at any time. This will be done by a track official only - not members of any teams crew. A violation of this rule will result in disqualification and loss of purse money.
  13. In time challenging feature event situation the 2 (two) spin rule will be revoked.


STARTING/RE-STARTING PROCEDURES

Starts:

  1. Starts will be official only upon the starter signaling with the green flag.
  2. Original starts are completed with the cars line up two (2) cars abreast (side by side) in two (2) rows. In the event a pace vehicle is used, all cars shall take their proper position behind it at a reasonable distance to insure safety. The pace vehicle will maintain a speed of approximately 50 MPH with flashing lights until instructed by the flagman to go light out. The pace vehicle will then speed up to exit the track on the back straight. (In the event a pace which shall be consistent with track conditions and as required to keep the field in formation.)
  3. When the yellow light goes out on the straight and the pace vehicle has exited the track, drivers should prepare for start of event.
  4. Cars must stay nose to tall in two rows until the green flag is displayed and the green light is on.
  5. Once the pace vehicle has exited the track the car on the inside pole position is responsible for maintaining the same pace after the control light go out and before the green is displayed.
  6. A white line will be placed on turn four for all double file starts. All cars must remain in proper order in two lines until the lead car or cars reach this point. The flagman will not show the green flag until the pole car reaches the line. If officials judge the front row car or cars are out of position, that cars back in the field are out of line, or that someone has jumped the start, a yellow light will be displayed on the back straight after the green flag is shown, and the offender will be put to the tail (no second chance). This provides the cars on the track with ample time and space to slow down.
  7. When the green flag is thrown all cars may start racing.
  8. JUMPING ON STARTS OR DISRUPTING STARTS WILL NOT BE TOLERATED – OFFENDERS WILL GO TO THE TAIL OR DOCKED POSITIONS AT THE END OF RACE ON THE FIRST OFFENSE.
  9. If the same car causes a false start two times during the same race he/she may be black-flagged.

RESTARTS

  1. Double-File Restarts will be implemented in the A-Main of all events.
  2. Once a caution is thrown, cars must slow down. The field will be put into correct running order in a single-file line. ALL cars one (1) lap or more down to the leader will be placed at the rear of the single-file line. Once the correct running order is established the field will be placed in Double-File Restart order. Leader of the race will be placed alone in front of the field. Second place car must signal to pre-designated on-track official choice of either inside or outside. Rest of field will line up double-file.

    EXAMPLE #1: Second place driver chooses inside. Third place driver goes outside of second place, fourth place driver goes inside, fifth place driver goes outside of fourth place driver, etc. etc.

    EXAMPLE #2: Second place driver chooses outside. Third place driver goes inside of second place driver, fourth place driver goes outside, fifth place driver goes inside of fourth place driver, etc., etc. Once field is properly aligned, you will be given the one to go signal.

  3. Leader is responsible for setting a reasonable pace for the restart. ALL CARS MUST REMAIN NOSE TO TAIL. Any driver viewed as lagging or hanging back to gain an advantage will go to the tail on the first offense.
  4. Track officials reserve the right to alter restart procedure to single file if needed. On single file restarts, the leader may throttle up coming out of turn 4. There will be no passing until each car has passed the cone. All cars must go outside of the cone in the proper single file order. Any car going inside of cone or hitting the cone will be penalized a minimum of two spots in the order of finish. The amount of the penalty will be increased by 2 spots for each car passed (in addition to the first car passed.)
  5. Jumping on restarts will not be tolerated. The offender will be penalized two (2) positions for each one (1) position that is jumped. If it is determined that a driver has jumped positions on a restart and the driver does not follow the instructions of the race officials with regard to the order of the line-up, then the penalty will be assessed in the post race scoring with regard to pay and points.
    It is the driver’s responsibility to move to the position that has been indicated and not the responsibility of the other cars to attempt to pass him/her.

RACE SCORING AND RESULTS

The Speedway will determine the line-up for re-starts and the final position of each car in every race. Driver’s or car owners may request to the Director of Competition to review the score sheets after the race in question, however the decision of the officials is final.

If a race is stopped due to a red flag, and it is ruled completed, the finishing positions will be paid according to the last officially scored lap previous to the red flag. Any car or cars red flagged will be put to the rear of the line-up of official finish.

APPEALS

Questions about a rule(s), disagreements with the decision(s) of race officials or disagreement with scoring decisions, must be made through the appropriate appeal channel.

All appeals must be expressed to the Director of Competition.

Race officials, competitors, car owners and other persons associated with a racing operation will be treated with courtesy and respect! Verbal abuse, verbal attacks and/or physical threats towards others will not be tolerated.

FLAGS AND LIGHTS

  • Green Flag: Start all races, racing for positions, clear track. All starts shall be slow with pole car setting pace. Any car attempting to "jump the start" may cause a false start or be penalized at the end of race.
  • Yellow Flag: There is an obstruction such as a stalled car or debris on track. Passing is not allowed. Slow down immediately to a cautious pace and remain in single file until the re-start of the race. Laps do not count toward the total.
  • Red Flag: There has been a severe collision, or the track is blocked. Stop racing, proceed very slowly to front straight and stop in two single file lines with sufficient room between each car to allow access by a push truck. Drivers must watch race officials for re-start orders. The lap on which the red flag is thrown will not be counted. The line up for the re-start will be determined by the order of cars on the last lap completed under a green flag. If race is red flagged on the first lap, t cars will be lined up for the re-start with the cars in the original starting position (Two rows of cars). This is signified by the flagman holding two flags in an upright position side by side. Under a Red Flag delay in a race, crewmembers may not enter the racing area.
  • Furled Black Flag: A furled black flag will be shown to a driver or group of drivers as a warning. The furled black flag is shown when the flagman has determined that an infraction of the track rules has been committed by a driver or group of drivers. The flagman and the track officials on the front and back straights will point the black flag at the offender(s).
  • Unfurled Black Flag: Unfurled Leave track, return to pits and check with race officials. Laps will be not be counted for a car that receives a black flag. Failure to leave track after being black-flagged may cause car t be disqualified from the current event, and could be suspended from further racing.
  • White Flag: One lap to go. Last lap before checkered flag. Once the white flag has been thrown, there will not be any yellow flags thrown, but there could be a red.
  • Blue Flag W/ Yellow Diagonal: Stay on your line, do not switch lanes there are one or more faster cars overtaking your car.
  • Green Flag W/ Red Across Top: Racing is now under the time limit rule. Any yellow or red flag a driver creates/or is involved in will result in immediate disqualification for that event.
  • Checkered: The race is over. A race is not considered complete until the checkered flag appears. If a yellow or red flag must be thrown after the checkered flag appears, the race will be considered officially over. The payoff will be done in accordance with the line up resulting from a yellow or red flag situation.

SIGNAL LIGHTS:

  • No Lights: Prepare to race
  • Green: Track clear, start competitive pace or start the race or continue racing.
  • Red: Stop race immediately. Advance slowly to front straight away and stop.
  • Red-Yellow: Stop on front straight for lineup only, no work may be performed on cars stopped on the track.

GRID POSITION DETERMINATION

POSITION IN HEAT RACES: A pill draw using the Group Method will be conducted for each division to determine the starting grid for heat races. The Group Method means that after the number of heats has been determined the pill numbers will be divided, in numerical order, with the appropriate number of draws in each group. The lowest number in each group will start on the pole of that heat, the second lowest number will start outside row 1, etc. Using the Group Method means that a low pill number does not necessarily mean a favorable heat position, nor that a high pill number necessarily means an unfavorable heat position.

DETERMINATION OF THE NUMBER OF HEATS AND CARS PER HEAT: The number of heats will be determined by the race officials once the total number of cars registered per class been determined. Race officials will announce during the drivers meeting the number of heats per class and the number of finishing positions that will transfer to the A Main. If there are an uneven number of cars to equally distribute between heats, the odd cars will be placed at the back of each of the heats.

DETERMINATION OF GRID POSITIONS FOR TRANSFERS AND A MAINS: Passing points in the heat races will determine the starting position for the balance of races scheduled.

PASSING POINTS SYSTEM: The passing points system assigns point values for each heat race finish position. First place in the heat race is assigned a value of fifty-nine (59) points. Second place is assigned a value of fifty-five (55) points. Each position is assigned a value of four (4) points less than the preceding position. For this reason no heat race will start more than fifteen (15) cars. The passing points system assigns one and one half (1 ½) points for each position an entrant improves from the official original starting position assigned by the race director, to the official end of the heat race. The original starting positions become official at the time the entrants of the heat race pull onto the track. Official finishing positions are determined by the running order of the entrants when the checkered flag signals the end of the heat race. The points earned by improved in the finishing position from the original starting position are added to the point value assigned to the finishing position of the entrant. No points will be deducted from an entrant that starts a heat race in a higher position than he/she finishes. Such an entrant will receive only the points assigned to the finishing position. Officials, for calculating passing point totals earned by each entrant shall, use all heat race-starting positions assigned by the race director prior to the start of the heat race. Any change in original starting positions assigned by the race director that have been approved by the race director shall be reported to officials and appropriate changes made in the starting positions used by track officials to determine the start of the heat race and in calculating passing points. The total amount of passing points accumulated by each entrant shall determine the starting position earned for the feature race of the last chance race for each entrant. The top sixteen (16) in passing points will transfer directly to the A feature and line up based on their passing points standing.
